​​​​​​​​​​​​​​​​​​​​​Existing commercial buildings account for nearly 20% of Oregon’s energy use. To address this building sector, the Oregon ​Legislature passed House Bill 3409 in 2023 to establish an Energy Performance Standard policy for commercial buildings.

Oregon’s Building Performance Standard is based on ASHRAE Standard 100-2024, with Oregon-specific amendments. The new standard established a progressively more stringent set of performance targets with the ultimate goal to align with state-wide energy policy. Building Owners are responsible to make these changes.

How Do You Define a Tier 1 Building?

All Tier 1 buildings must submit:

  • A certified benchmark that includes Weather Normalized Energy Use Intensity and Energy Use Intensity Targets.
  • An operations and maintenance program (O&M).
  • An energy management plan (EMP).
