Existing commercial buildings account for nearly 20% of Oregon’s energy use. To address this building sector, the Oregon Legislature passed House Bill 3409 in 2023 to establish an Energy Performance Standard policy for commercial buildings.
Oregon’s Building Performance Standard is based on ASHRAE Standard 100-2024, with Oregon-specific amendments. The new standard established a progressively more stringent set of performance targets with the ultimate goal to align with state-wide energy policy. Building Owners are responsible to make these changes.
